FG lauds NDIC on core mandate performance

Minister of Finance Budget and National Planning, Mrs Zainab Shamsuna Ahmed has lauded the Nigerian Deposit Insurance Corporation NDIC for standing out among other government Ministries Department and Agencies MDAs in ensuring that Nigeria achieves high standards in public service delivery.

The Minister made this known yesterday in Abuja during the presentation of Report on Bureau of Public Service Reforms BPSR Self – Assessment Tool SAT deployed in the Corporation in September 2021.

The Minister who was represented by Stephen Okon explained that the the federal government’s directive to establish a service innovation unit in all MDAs, fully align with the need to satisfy customers of the public institutions.

The NDIC inaugurated its Service Innovation Unit SIU in July 2021. Subsequently, the Self – Assessment Tool was deployed by the staff members of BPSR led by the Director General between 8th – 10th of September 2021 in Abuja.

The BPSR’s independent audit process is impartial juror in determining whether the Corporation’s Mandate of protecting depositors and Vision to be one of the best depositors insurers in the world can be achieved.

Speaking during the occasion, the Managing Director/ CEO of NDIC Mr Hassan Bello disclosed that the NDIC was assessed in the broard area of strategic governance, financial management, strategic planning & operational leadership, operational & service deliver process, human resource management & planning, partnership & resources mobilisation, key performance Management, procurement process and change management.

He said that the exercise was followed by the validation of the self- assessement using various documentary evidence and practice at the Head Office.

Mr Bello also noted that within the period, since the assessment was inuagurated, the BPSR and NDIC have continued to benchmark itself with international standards and best practices through a culture of continuos process improvement and service delivery to various stakeholders.

According to him, “It is worthy of note that the British Standards Institute BSI recertified the Corporation’s three ISO Certifications; Information Security Management System. NDIC was also awarded Overall First, in Ethics and Compliance Scorecards Rating for 2021 by the Independent Corrupt Practice & Other Related Offense Commission ICPC and Second Best performing Nodal Officer of the year 2021 by the SERCICOM Office in Presidency to name a few”

“NDIC IS highly relevant in matters of reform. In today’s fast-paced, fast-changing, and increasingly competitive world, NDIC effectiveness and efficiency is a focus of considerable attention and the outcome of the assessment is significant in the trajectory of government efforts to transform the finance sector. We are indeed impressed by the openness, professionalism and decorum the staff of NDIC across its zonal offices and Abuja Offices exhibited throughout the duration of the exercise.”

“Perhaps, the most laudable of all, is the automated service level agreement management system SLAMS developed in-house which enables the Corporation to monitor its processes online realtime, to address service gaps, measure performance and ensure an alignment between the service and strategy”

Speaking during the event Director General, Bureau of Public Service Reforms BPSR Dr Dasuki Arabi explained that the introduction of SAT was to identify strengths and weaknesses of MDAs as a practical effort to ensure the values Public Service Institutions (PSIs) must key-into if they must redeem their usefulness and relevance in effectively and efficiently performing their core mandates.

“This tool, which has to its credit a United Nation Award is among the best innovation emanating from the Bureau to rank, reposition and reengineer organizational performance for improved service delivery.”

“It is worthy of note that the Corporation is the first and only agency under the supervision of Federal Ministry of Finance, Budget and National Planning which has enthusiastically submitted itself to undergo the assessment since the Bureau received a marching order in November, 2019 to deploy the Tool in all Federal Ministries, Departments and Agencies (MDAs). This is an outstanding pace NDIC has set, our humble persuasion is for others to readily emulate it.” He stated.

He applauded the Secretary to Government of the Federation, for his valuable leadership, inspiring guidance and tireless support to matters of boosting public confidence on capacities of MDAs to deliver on campaign promises of the Administration of President Muhammadu Buhari.

According to him, “we are gathered here today not only to present the Report and Award to the Management of NDIC on the deployment of Self-Assessment Tool (SAT) which the Bureau facilitated, but also to showcase to the public and the international community’s the unsung qualities and world class standards the exercise had revealed about the Corporation.”

“Incidentally, the journey to repositioning NDIC and ensures that it is healthy, perform well and achieve value for money commenced here at the agency’s corporate headquarters in Abuja in September, 2021 when the Bureau received express permission of the Management to administer the tool to cross section of various categories of NDIC staff, who were encouraged to be very objective in responding to the statements of good practice designed for proper diagnosis of the agency’s performance.”

Other dignitaries at the occasion include, representative of the Secretary of the Government of the Federation and Chairman of the NDIC Board Mrs. Ronke Shokefun.
