The group under the aegis of the Association for Public Policy Analysis, APPA, said the federal government allotted 5,242 projects worth N55.4 trillion to the five South-East states between 2016 and 2020.
This was disclosed by the national president of the association, Comrade Princewill Okorie, at the public presentation of Budget Analysis Brief on Capital Appropriations for South-East states in Abuja, at the weekend.
Breakdown of the projects, according to the group, shows that Abia State got 997 projects worth N105,103,004,876, Anambra -1,250 projects worth N114,917,733,625, Ebonyi 734 projects worth N48,078,351,599 while Enugu and the Imo States got 962 and 1,299 projects worth N117,244,312,764 and N64,144,312,764, respectively.
He said a closer look at the analysis revealed that the challenge that the group faced was in knowing the volume of resources released for the execution of the projects each year, the contractors handling them and the reason why the impact of execution was not felt in the affected states.
According to the president, the challenge concerns the ministries, departments and agencies of government whose responsibility it is to implement the projects, legislators representing the zone whose responsibility it is to carry out oversight in line with Section 88 of the constitution and citizens of the zone who supposedly elected the officials at the local government, state and federal levels.
Okorie recalled that citizens were empowered by Section 24(d) and (e) of the constitution, as well as the state and local governments whose citizens were supposed to enjoy the facilities if executed.
He opined that the ruling All Progressives Congress, APC, has a serious duty to support the government in implementing the budget by setting up a unit under its research and planning office.
He explained that the weekend’s event was the South-East perspective of Federal Policies Advocacy and Monitoring Programme, FEPAM, which the group unveiled in Abuja on October 29, 2019.
“FEPAM is a strategic initiative developed by our association, in recognition of our motto “Upholding Public Interest in Governance” to build understanding between citizens at the federal, state and local government levels for unity, peace and progress with development in focus.
“Through FEPAM, the much-needed synergy between the federal, state and local government for policy initiation and delivery of programmes would be delivered.
“One major outcome expected from FEPAM is that political narrative in the states and local government councils shall shift from deceitful blackmail of the federal government at that level to engagement in the states and local government areas, thereby making development the focus of political discourse at the state and local government levels.
“Consequently, South-East perspective of Federal Policies Advocacy and Monitoring Programme tagged SE-FEPAM is our association’s initiative developed to mobilize and encourage positive and result from oriented participation of the people of the South-East in the governance of the nation.
“We have painfully observed that poor communication and dissemination of information on the federal government’s effort towards the development of states in the South-East Zone have brought negative insinuations, misconceptions and misinterpretation of the present administration towards the zone which we are out to correct,” he added.
