Chairman of Revenue Mobilization Allocation and Fiscal Commission RMAFC Mr Elias Mbam has disclosed that the Commission has commenced the process of the new sharing formula for the country.
He made this known yesterday when he had a chat with Ebonyi media practitioners based in Abuja.
The RMAFC boss who said that the review is long overdue explained that the present formula was enacted in 1992.
According to him, “the only beneficiary of the federation Account were the three tires of government, that means, disbursing money to the ecology, federal capital territory FCT, natural resources and for stabilization were all illegal. Rather they were all getting money directly from the federal government.”
“Because of that the president in 2004 initiated a modification order to bring all these entire expenditure indexes as part of the federal allocation beneficiary.”
“Where an Act is inconsistent with the constitution, the President has the power to issue a modification order to bring it in line with the constitution.”
“One can say that the last review was done in 2004, but it was a kind of order initiated by the president the main review was in 1992.”
He also revealed that the law requires the Commission to review the Act from time to time in order to conform to the prevailing circumstances.
“If you look at the present situation all the prevailing circumstances in 1992 has changed. For example, the population has changed, the structure of government has changed and many other indices.”
“There is a need for a review and in recognizing that the commission has commenced the review. It hasn’t been easy, because there is so much extreme interest, people I expected that they should be fair are all asking for undue interest.”
“We appeal to people for coexistence because overfeed dog and hungry dog cannot stay together, let Nigerians think more of Nigeria than the section where they come from.” He stated.
He also attributed the peace and tranquillity prevailing in the Commission in his tenure as the Chairman of the commission to fair play and adherence to justice.
According to him, “You know the commission is a product of law and all our activities are guided by the law, and we adhere strictly to the rule.”
“We make sure that there is no sacred cow among the federating units. Whatever we do here is in line with the constitution.”
“And so there are no bases for complaint. I make sure that there is fairness, justice and equity in the dispensation of our duties.”
He advised the group to protect the interest of the Ebonyi state in whatever they are doing. “You as journalists you should help in your own way by enlightening people on what the state stands for and the development stride of the government in Ebonyi state.”
“I enjoin you to be dedicated to building Ebonyi state and do not join those that work for pull Down syndrome.”
