BILL seeking to establish Nigerian Health Infrastructure Development Bank to enhance and promote the health and wellbeing of Nigerians of all walks of life, and boost local healthcare capacity and for related matters was read a second time on the floor of the House of the Representatives yesterday.
Leading debate on the general principles of the Bill which was co-sponsored by the Speaker, Hon. Femi Gbajabiamila, its lead sponsor, Hon. Mansur Manu Soro said it will promote the development of financial capacities of participants in the health sector and enhance the availability of medical and clinical equipment.
He said the Bill will also provide for facility upgrade and contribute to the prosperity of the country explaining that it was conceived to establish a Nigerian Health Infrastructure Development Bank possessing all the powers and attributes of a financial institution.
According to him, the Bill will provide long term credit facilities at a single-digit rate to Nigerian – owned health and wellness facilities or projects, provide loans either in Naira or foreign currencies or both for the requirement of eligible health and wellness facilities or projects.
After a robust debate on the general principles of the motion, members at the plenary unanimously agreed that the Bill should be read a second time while the Deputy Speaker, Hon. Ahmed Idris Wase referred it to the House Committee on Health Institutions for further legislative tinkering.
